What cold treatment is
Cold treatment is a pest-mitigation protocol: the cargo is held at a specified low temperature for a specified number of consecutive days to kill fruit fly larvae and other quarantine pests. USDA APHIS sets the temperature and duration by commodity and origin. Probes inside the container record the pulp temperature continuously, and the recorded data is what proves compliance.
There are two ways it happens, and they produce very different drayage plans.
In-transit cold treatment
The treatment runs during the ocean voyage. The container arrives with the cycle complete or nearly complete. USDA reviews the temperature data, and if the readings satisfy the protocol, the container is released. Drayage can proceed on a normal import timeline.
The risk is a failed treatment. If a probe drifts out of range for long enough, the cycle is broken. The cargo then either needs to be re-treated at an approved facility or is refused entry. A truck dispatched on the assumption of a clean release becomes a dry run.
Dockside or post-arrival treatment

Three clocks run at once and they are not synchronized:

1. Get the probe data early
Ask the ocean carrier for the temperature download as soon as it is available — ideally before vessel arrival. If the treatment failed, you want to know before you have booked trucking, not after.
2. Pre-book appointments against a realistic release
Do not book the first available slot after estimated release. Book the slot you can actually hit if USDA clears late. A carrier with flexible dispatch and local equipment can often re-book same-day; a carrier running from outside the market usually cannot.
3. Plan genset and plug capacity
A reefer in motion needs power. A reefer waiting needs a plug. If the container will sit — at a yard, at a consignee with no dock availability, or pending a re-treatment decision — confirm plugged storage in advance.
