A container of consumer goods is a solved problem. A 60,000-pound generator set on a flat rack is not. Heavy and oversize machinery arriving through PortMiami or Port Everglades has to clear a second set of hurdles after customs — state permitting, route survey, equipment selection, and lifting capability at both ends. Get any of them wrong and the cargo sits.

Here is how the process actually runs in Florida.

First: is it oversize, overweight, or both?

These are separate determinations with separate consequences.

Oversize means the load exceeds legal dimensional limits — width, height, or length — once loaded on the trailer. Height is the one that catches importers off guard, because trailer deck height counts. A machine that measures well under the limit on the ground can exceed it once it sits on a standard flatbed.

Overweight means gross vehicle weight or axle weight exceeds legal limits. Florida enforces both gross and per-axle limits, and the axle limits are frequently the binding constraint on a heavy concentrated load. A weight that is legal in total can still be illegal because it is loaded too far forward.

Permits and routing

Oversize and overweight movements on Florida highways require permits issued by the Florida Department of Transportation, and movements on county or municipal roads may require local permits as well. Permits are issued for a specific vehicle, a specific load, and a specific route — they are not general authorizations.

The permit process is where lead time matters most. Routing has to account for:

  • Bridge weight ratings along the entire path, not just the highways.
  • Overhead clearances including signals, signage, and rail crossings.
  • Turning radii at the port gate, at intersections, and at the delivery site.
  • Time-of-day restrictions, which commonly prohibit oversize movement during peak hours or at night.
  • Escort vehicle requirements, which scale with dimensions.

A route survey — physically driving the path before the load moves — is standard practice for anything genuinely large, and it is cheap insurance compared with discovering an obstruction with the machine already on the trailer.

Equipment: flat racks, flatbeds, step decks, and lowboys

Machinery usually arrives on a flat rack or open-top container, or breakbulk on the vessel. The transfer decision follows from the cargo:

  • Transfer to a step deck lowers effective height by several feet, often converting an oversize-height load into a legal one.
  • Lowboy or RGN handles the tallest and heaviest pieces, particularly tracked equipment that can be driven or winched on.
  • Standard flatbed works for dense, low-profile machinery within legal limits.

The delivery site is half the problem

Importers plan the port side carefully and then discover the receiving site cannot take the load. Before you schedule, confirm:

  • Can the truck physically enter, turn, and exit? Tight yards and residential approaches defeat many oversize deliveries.
  • Is there a crane or heavy forklift on site, and is it rated for the actual piece weight?
  • Is the ground surface rated to bear it? Soft ground and unrated slabs are a real failure mode.
  • Who is rigging, and who carries the risk during the lift?
  • What are the receiving hours, and do they allow for a load that may be restricted from moving at certain times?

Practical sequencing

The order that works:

  1. Get actual dimensions and weight from the shipper, in writing, before the vessel sails.
  2. Have your carrier determine oversize/overweight status against Florida limits with the trailer type included.
  3. Start permitting and route survey in parallel with the ocean transit, not after arrival.
  4. Confirm the receiving site’s capability and schedule.
  5. Coordinate customs release and terminal availability against the permitted movement window.

Begin as soon as you have confirmed dimensions and weight, ideally while the cargo is still on the water. Straightforward permits can process quickly, but loads requiring route surveys, bridge analysis, or escorts take considerably longer, and permits are tied to a specific route you may need time to validate.

Can heavy machinery be stored at a container yard before delivery?

Often yes, if the yard has the ground rating and lifting capacity to handle it. This is a useful option when the receiving site is not ready, since it gets the cargo off the terminal before free time expires. Confirm the yard’s forklift or crane capacity against the actual piece weight first.

Who is liable if machinery is damaged during the lift?

That depends on the contract and on who performs the rigging. Liability typically follows the party controlling the lift, which is why rigging responsibility should be assigned explicitly in writing before the truck arrives rather than negotiated on site.
